Why Rockford specifically requires this, sometimes

It's a Legal Duty for Some Properties, Not Others

The City of Rockford's own code (Sec. 26-10, "Ice and snow removal") requires the owner or occupier of any lot the general public is invited onto to clear snow and ice from the sidewalk in front of it by noon the day after it stops falling, or keep it salted until it can be cleared. That language covers businesses, rentals with public access, and similar commercial-facing property. It does not create the same blanket legal duty on a private single-family driveway walk, though it is still the right thing to do and the same accumulation that creates liability risk either way.

If you manage a property where the general public is invited, in Rockford this is not optional housekeeping, it is code. Booking it as a standing visit removes the question of whether it got done by noon.
